CIUDAD DE MÉXICO.- Ante los representantes de las comisiones unidas de Anticorrupción, Transparencia y Participación Ciudadana, y de Justicia del Senado de la República, fueron entrevistados los aspirantes a presidier el Instituto Nacional de Transparencia, Acceso a la Información y Protección de Datos Personales (INAI), para evaluar sus propuestas para fortalecer el sistema de transparencia, los mecanismos que garantizarían la protección del padrón nacional de usuarios de telefonía móvil, los retos para lograr un gobierno abierto, así como las innovaciones para la plataforma del Instituto para que hacerla más accesible para los usuarios.
La primera candidata fue María de los Ángeles Ducoing Valdepeña, quien dijo que se enfocaría en implementar estrategias de redacción con perspectiva de género y lenguas indígenas, para que las personas puedan ejercer su derecho a la información, además a incidir en la protección de datos personales vertidos en redes sociales, especialmente en el caso de las y los menores.
Por su parte, José Orlando Espinosa Rodríguez dijo que trabajaría en la inclusión social de personas con alguna discapacidad, a través de plataformas o mecanismos que permitan acceder a la información; además, impulsaría jornadas de sensibilización para servidores públicos y comisiones de trabajo para la vinculación de autoevaluación institucional.
Diego García Ricci destacó que México se ha puesto a la altura de los países democráticos al construir un andamiaje institucional sólido que garantiza el derecho de acceso a la información y la protección de datos personales. Sin embargo, dijo, no podemos quedarnos sólo con este logro, ya que existen muchos problemas que desafían las reglas tradicionales.
María de los Ángeles Guzmán García, consideró que, en materia de acceso a la información, el INAI debe aumentar los avances logrados desde el 2012, a fin de sumar a las políticas de transparencia, rendición de cuentas y fiscalización.
Por su parte, Mucio Israel Hernández Guerrero aseguró que es necesario poner en el centro la protección de la información personal, debido a que la transición al ámbito digital se aceleró y en los últimos dos años se alcanzó lo que no se había avanzado en la última década.
Marco Antonio Hernández Lara aseguró que a pesar de que el INAI es un ente gubernamental se debe observar, en todo momento, los principios de transparencia y máxima publicidad, por lo que, para lograr una mayor objetividad en las peticiones de información, se debe conocer el contexto legal y de responsabilidad administrativa e incluso penal que tienen los servidores públicos en el manejo de la información.
En tanto, Iliana Hidalgo Riojas afirmó que trabajaría en consolidar al Instituto como organismo protector de los derechos humanos y convertirlo en un centro de investigación pedagógica en la materia.
Benjamín Guillermo Hill Mayoral propuso elevar el nivel de desempeño del Instituto, innovar y ampliar sus capacidades, además de fortalecer el servicio profesional y la especialización de sus funcionarios.
