CIUDAD DE MÉXICO, 25 de junio (AlmomentoMX).- El senador Martí Batres Guadarrama impulsa una iniciativa para que el Congreso de la Unión garantice los principios del Parlamento Abierto y atienda las observaciones de los diferentes sectores sociales sobre el trabajo legislativo.
Se trata, dijo en conferencia de prensa, de adicionar un título séptimo a la Ley Orgánica del Congreso General con tres capítulos, donde se establecen como fundamentos de este mecanismo, entre otros puntos, el derecho a la información, la participación ciudadana y la rendición de cuentas.
El proyecto plantea que, “previo a dictaminar las iniciativas de ley de temas que se consideren fundamentales se realizarán foros, mesas redondas, conferencias y demás eventos públicos que aseguren la participación de académicos, organizaciones de la sociedad civil y de personas en lo particular, interesadas en los temas”.
Lo anterior, se explica en la iniciativa que presentará el presidente del Senado de la República, a efecto de que todas esas aportaciones puedan ser tomadas en cuenta en los proyectos de dictamen.
En congruencia con la transformación democrática que vive el país, consideró Martí Batres, el Poder Legislativo tiene que abrirse cada vez más a la sociedad. Esa apertura, asentó, consiste en equilibrar la relación de los legisladores con los diferentes sectores de la sociedad, a fin que los ciudadanos puedan presentar sus puntos de vista, formulaciones y planteamientos ante el Congreso.
Destacó que la Cámara de Senadores se ha constituido de manera informal como un foro abierto. En este sentido se han llevado a cabo los ejercicios de este tipo en temas como la Guardia Nacional.
La iniciativa, precisó, busca incorporar los principios del Parlamento Abierto a la Ley, para institucionalizarlo y asegurar que los puntos de vista de la ciudadanía sean escuchados, “no sólo de los que tienen algún tipo de poder político económico, sino de la sociedad en general”.
Considero que debemos institucionalizar este mecanismo. Junto con los proyectos sobre la consulta popular o el referéndum, asentó el senador, forma parte del proceso de democratización de nuestro país.
