CIUDAD DE MÉXICO, 23 de enero (AlmomentoMX).- Como parte activa de la sociedad civil en temas de transparencia y anticorrupción, la COPARMEX CDMX observará el desarrollo del Sistema Local Anticorrupción (SLA), la integración de los comités y que no sean siempre los políticos quienes ocupen los cargos donde se debe sumar voluntades y a ciudadanos con gran perfil, dijo el presidente de la Comisión Jurídica y Normatividad del Centro Empresarial, Gerardo Gámez Pacheco, durante la inauguración del Centro de Especialistas en Transparencia y Derecho Penal, AC.
Con la representación de Jesús Padilla Zenteno, presidente de COPARMEX CDMX, Gámez Pacheco dijo que “este es el momento en que debemos estar muy activos, alzar la voz, vigilar y realizar propuestas para dejar de quejarnos”.
COPARMEX CDMX, dijo Gámez Pacheco, ha sido trinchera desde la cual se han discutido y elaborado propuestas para ser presentadas en su oportunidad y contribuir a la implementación del SLA, el cual debe ser conformado por los mejores perfiles profesionales, éticos y apartidistas, y de manera transparente.
Enfatizó que todo el trabajo del Centro Empresarial es en beneficio no sólo de los empresarios sino de los mexicanos, porque tienen clara la importancia de la inclusión, por lo cual durante su intervención en la inauguración del Centro de Especialistas en Transparencia y Derecho Penal, AC, que se desarrolló conjuntamente con la conferencia Análisis del impacto del Sistema Penal Acusatorio en México: Avances y Retos, impartida por la doctora Diana Cristal González Obregón, hizo un llamado a los presentes a sumarse a la Comisión Jurídica y de Normatividad que él preside.
Durante el evento antes mencionado, la doctora Diana Cristal González se refirió a las bondades del Nuevo Sistema Penal Acusatorio, al explicar que de diez casos donde hay una detención, en nueve se califica de legal y de diez casos, en nueve se logra la vinculación a proceso.
González Obregón, quien participó en la redacción, análisis y diseño del Código Nacional de Procedimientos Penales, enfatizó que los cambios en México sólo se logran con la participación ciudadana y en el caso del Sistema Penal Acusatorio, dijo, es transparente y es factible, desde ahí, minimizar y acabar con la corrupción, además de que empuja positivamente al Sistema Nacional Anticorrupción para que el ciudadano de a pie tenga un verdadero acceso a la justicia, cuente o no con recursos económicos.
Asimismo, Cristal González se refirió a la creación del Centro de Especialistas en Transparencia y Derecho Penal, AC., el cual pretende convertir en el lugar de detección de necesidades e inquietudes y que pueda asesorar y apoyar a los ciudadanos para que se actualicen en materia de transparencia, anticorrupción y justicia penal.
“De ese modo tendremos a una sociedad empoderada, porque una sociedad empoderada y consciente podrá dar a los y las gobernantes las mejores propuestas para que en México seamos un país democrático con estado de Derecho y con cultura de la legalidad”.
Asimismo, el doctor Jorge Pesquera Leal, quien fue uno de los ponentes en el evento, recordó que el Nuevo Sistema Penal en México surge en 2008, fecha que fue un parteaguas para la justicia en nuestro país porque “el legislador estimó y consideró que ese nuevo sistema vendría a darnos a los mexicanos algo que señalamos: necesitamos un sistema de justicia donde en realidad se respete la dignidad y los derechos fundamentales de los seres humanos”.
Enfatizó como imprescindible la capacitación para los abogados litigantes, quienes defienden a las víctimas principalmente, pero también señaló la importancia de capacitar a los policías como primeros informantes que tienen contacto directo con la sociedad, y sobre todo a la policía científica generada para enfrentar como se debe el fenómeno criminal.
Finalmente, Pesquera Leal reconoció que en este momento en México tenemos lados débiles por la falta de recursos económicos asociados a la infraestructura requerida para hacer investigación de policía científica, además, que se lleven a cabo algunas reformas constitucionales, pero consideró que el andamiaje legal primario ya está y deben ser capacitados todos los funcionarios y servidores público cuya función implica la correcta aplicación de la ley en este marco del Nuevo Sistema de Justicia Penal.
